As we know the Gift voucher Import option is introduced in 105 that is currently coming under the Admin Module , but as per the understanding all the user can't have Admin Right if we provide this under the utility it will much better.

Since Data Import utility is not Module specific, so it has to be in some common menu structure which we assume it as "Admin : Utility" . For giving access in Data Import you don't have to give entire admin access to a user. It's upto the manager who imparting access control to user. There are more tool to come in future under this Admin : Utility section.
So we will not shift it anywhere.
