We have want to some changed Retail Management Master Policy and User Role Policy.
Now We have want TO shift mention below option from master policy to user role A
1. Allow adhoc return without sale bill reference
2. Allow cash refund

Presently in POS menu, all operations are related to specific user actions and pointed to specific Action Menus available in POS screen.
But 'Allow adhoc return without sale bill reference' and 'Allow cash refund' is not a user specific action instead we believe it to be a company policy. If you want it to be available in user level then create a Site policy with this two policy value, make 'Can Delegate' property 'True'. This will enable you to create role policy at Site level and then can assign that role policy it to specific user thereafter. By this way you can easily provide user specific user policy values.
So we are not going to implement your idea.
