I want to some change which user are managed centrally, Currently which user password managed head office these user password are applicable all store, but now i want to only user managed centrally and password managed locally according the site person.
For example
User name:- style (Ho Control User, Temporary password 123 ) and allocate all site after sync and site person go login to user there option require to change the password locally according site person.

I want to managed user centrally and password managed respective store but presently problem facing if one store change the password of centrally managed user then all store same password effective after Ho SYNC

There is password changing option in store end using the "Change Password" option. If the user changes password in any store and the user is assigned to any other store as well, the changed password will get synchronized across all such stores via head office. Please find attached the image for your reference from where you can change password at store end.
