While applying Bill lebel promotion, that time promotions are working only at RSP, not on the basis of Net Price (RSP - Discount)

We created bill level discount on the basis of slab. Also allocate separate Buy Pool and Get Pool Assortment. But in case any discount given on any item at the time of applying promotions, system is not considering the discount amount. Hence we need to an option to apply promotion of Net Price (RSP - Discount Amount).
