If we generate IRN first and then generate E-way bill after that we transport it from one place to another then there might be some case in which we have to change the E-way bill details , change transporter update the invoice details, then we can not change the generated E-invoice details. If only E-way bill will be generated before the IRN then we can make changes in the E-way bill details.
In the above case we can not cancel E-way bill repeatedly because it will hamper our working.
So, If only E-way bill generation before the IRN will be allowed we will be able to make changes.
