Data Sync should open for non-admin user in cloud server

In the Ginesys cloud system the HO dashboard requires Admin user. But, technically it's part of the application and is required for day-to-day manual operation.

Should remove the dependency between HO dashboard, Data Sync etc. Datasync dash board is equally required for both Client as well as the Ginesys support people. Below are the points...

1. Cannot create manual sync, have to wait for the scheduled time

2. Cannot see the data sync status

3. Cannot do manual actions like 'Reprocess Failed Data', 'Request Resend of data'

4. Cannot see the pending EMR sync items

5. Cannot do manual actions like 'Send to EMR', 'Process Manually through import .CSV file' etc.
