We are unable to set priority promotion wise there is only one option is showing “view by site: and this options is disable, below is screenshot fyr. Earlier we are able to set priority promotion wise /site wise.

Multiple sites can have multiple promos running, so promotion wise site priority view is practically of no use as you cannot change the priority in such view.
We are marking this idea as "Will not implement".
