Allow PI to save without tagging GRC

Dear Team,

As in D2K ,in web also allow Purchase invoice to save without tagging GRC

if any changes need to do in GRC after tagging PI , i must un-tag particular GRC from PI and do changes ...

but in web, PI module not allowing to save without tagging any GRC...

so,provide a solution
