As per our present architecture it's not possible to accommodate this. Operation within available site-tabs are essential for the user who's creating/modifying it. And also required for the user who's in view-only mode. As a work-around, you can control the access rights for the user's role to able to modify or view-only. That way, user with view-only access can't create or modify the site data.
We appreciate your effort. We're marking this idea as unlikely to implement; and will keep an eye on how much momentum it gathers. Keep posting your ideas.
Site Creation is already access right specific. As for the other points are concern: We've previously mentioned that - Ginesys ERP provides module / sub-module / operation level access rights; As site creation / modify itself is an operation as, each & every tab's info. is interdependent to each other, that tab-wise access is impossible.
For the auditor: System is already access rights driven; if not provided, user will not able to modify.

1.Finance Tab Rights provided to Finance Team Head
2.Replenishment Source rights given to Operation Team
3. Site Creation, Extinct, Site Published and Sync Stop or Active Rights should be Profile based
2-3 Times we face user extinct site , stopped sync and facing problem
