To freeze GST ITC Applicability field value to either "input applicable or not applicable" in GRC-->create new item screen Merged

want an option to freeze GST ITC Applicability field in GRC-->create new item screen to input applicable for a particular user profile.
 
because user selects unknowingly not applicable for that field and input GST value is not calculated  for that item.
