There is no option to have a global change for rates as it is wasting too much time when we have to change rates of many pieces together and makes working very difficult in V11
Already this feature is available ( Path: Inventory -->item-->Actions--> Manage item) and to manage or apply different rate for individual items feature will be available in the future release version (11.140.2).
