The requirement as stated by you: Customer does shopping in different departments of a store (for such wedding shopping) then in such case customer wants to avail some extra bill discount with a reference copy of hold bill at billing counter.
Suggested Solution: You can print/reprint the hold bill as required. This use case won't get resolved even if we allow PDF generation of the hold bill. Hold bills are for temporary use and generation of PDF for the same won't suffice any purpose.
