Inside POS Order Item Rate can't be changed, even if in item master edit price option is open and in POS Billing one can change the price. Only in case of multiple price action one can select the price, which wont help.
Check policy setting value of "Allow price overwrite". If this is enabled, then only user is allowed to change price in pos order/pos bill.
If this is not working, please log a support ticket.
