Set promo priorty while allocation to site thru pirorty number

Currently prono priorty is set thru mouse drag &drom. It is not user freindly.

When we have 7 site and about 50 promo in each site.

Promo purorty numver is great releif

It allow easier to fill it and promo take its place automaticly
